Kathy I'm so sorry for your loss, I know exactly how you feel . The memories I hold of Phil will always be in my heart..As you know I have so many awesome, fun memories to share I would end up writing a book here. Phil was my station commander at Blairstown Barracks in the early 1980's. He was THE ABSOLUTE BEST! Every Trooper admired and respected him for his outstanding leadership and compassion. He will be missed by all who knew him. My thoughts and prayers to his family. Rich Valle #3224

A great inspiration as the Senior Trooper at the Netcong Barracks. Phil was the ultimate in appearance, pride, attitude, leadership and friendship. As a 16 year veteran at the time, he exemplified the image of a New Jersey State Trooper. Thank you Sir for that time in my career.

I first met Phil when I got transferred to the Newton Barracks in 1975 and he was a Senior Trooper. Those were stressful times as we had to rotate every 6 to 8 months as new Troopers and we lived in the Barracks back then. You wondered if you would fit in with everybody? Phil took me under his wing right away and relaxed me immediately! A soft spoken man and we hit it right off. Years later I came off the NJ Turnpike and landed Phil once again at the Netcong Barracks and he had his Squad of guys waiting to be made Buck Sgt. We enjoyed many years of working out and racquetball and I always knew that HE HAD OUR BACKS while we were out Patrolling! My Condolences to his entire family in this time. A large group of drivers decided to go to Las Vegas, back in the good old days. We all decided to go to an all you can eat seafood buffet, where Phil proceeded to eat a thousand dollars worth of oysters. Afterwards we went to an impersonaters show, and the person who impersonated Cher got Phil to go up on stage where she sang to him. Phil turned all kinds of red, because she was actually a he. On the same trip, we were at the Celine Dion concert, and Kathy Ward, myself, and I think Darlene and Doris were sitting several seats over from Phil and Kathy. We kept looking at them because we had heard a rumor that Phil was going to propose to Kathy. We kept looking until he said to us in classic Phil style "Whaaaat? Take it easy!" We have a lot of good memories with Phil.....he will be missed. Our hearts and prayers go out to Kathy, and to the rest of the Pelligra family.....Cathy Tencza and Kathy Ward
